Ive found all other Shell garages toilets to be open to the public as i drive for a living. This Bud

Ive found all other Shell garages toilets to be open to the public as i drive for a living. This Budgen/Shell garage wouldnt allow customers to spend a penny. Not ideal when your drinking their coffee and having a picnic in their outside area. Whos making this decision?
