I visited the restaurant with a friend. The staff was not very warm or welcoming. Keeping that aside

I visited the restaurant with a friend. The staff was not very warm or welcoming. Keeping that aside, we decided to order only 1 dish (as we were not very hungry). The waiter took our order but did not seem to be satisfied with our choice of ordering only 1 dish. He came back moments later and told us to order 2 more dishes. We told him that that's all we want but he kept on insisting that we order more. He said "you HAVE to order at least 2 starters and 1 main dish!" When asked for a reason, he had no valid explanation and and said that the manager has instructed that if there are 2 people then there should at least be 3 dishes to order. Extremely ridiculous policy and highly offending behaviour. As paying guests, we should be free to order as much as we want...be it 1 dish or 10! Also, I asked for water and didn't get that either. Of course we left and didn't dine there.
