I live less than a 3min walk away on Floyd Street, I tried to register with them as I've not seen a

I live less than a 3min walk away on Floyd Street, I tried to register with them as I've not seen a GP in 20 years and they said I was not in there area. I have to go to one in Shelton which is nearly a 20 min walk away. How can I not be in there area when I live so close. When I asked where is it in Shelton they said under the bridge but its not there, its no where near. For a public service they are not very helpful.
