Iwas served by an Eastern European man, he took payment from me, however I found that the top roller

Iwas served by an Eastern European man, he took payment from me, however I found that the top roller of the car wash wasn't working, I came back after the wash and told him that my car isn't clean and the roller was broken, he then said I know, gave me my money back and said next time go to the hand carwash as nobody else has complained. Please tell me, is this good customer service? I have been coming here for many years and never had such bad service.
